A NATIONAL CONFERENCE HELD TO PRESENT MONGOLIA’S DEVELOPMENT POLICY EVALUATION CAPACITY INDEX

A National Conference was convened on May 14, 2025 at the Government House to present the outcome of the evaluation to establish the “Mongolia’s Development Policy Evaluation Capacity Index” in collaboration with the Development Evaluation Agency (DEval) of the Ministry of Economic Cooperation and Development of the Federal Republic of Germany as well as the Mongolian Evaluation Association.

 

The event was attended by over 400 representatives from government and non-governmental organizations involved in research, including the Office of the President of Mongolia, Secretariat of the State Great Khural, the National Security Council, ministries, government agencies, provincial Governor’s Offices and the capital city, state-owned enterprises, international organizations, and universities.

The opening remarks were made by Odbayar, the Minister of Mongolia and Chairman of the National Monitoring and Evaluation Committee; Sven Harten, Deputy Director of the Deval; and Uugantsetseg, Chairperson of the Board of the Mongolian Evaluation Association.

Key speakers at the Conference were Sara Desiree Clair, the head of the evaluation team from the DEval, who spoke about the national evaluation system introduced in Costa Rica; Uuriintuya, the Director of the Evaluation and Monitoring Decision of the Authority of Government Supervision, talking about the results of the evaluation to establish the Evaluation Capacity Index of Mongolia for Development Policy; and Sabine Palmreuter from DEval presenting key recommendations for improving Mongolia’s evaluation system.

The National Evaluation Capacity Index (INCE) appraises evaluation capacity of a country’s development policies, provides evidence-based recommendations aimed at improving evaluation capacity, and helps identify the progress made in the development of that particular country’s evaluation capacity as well as trends in development.

The assessment of the evaluation capacity index in Mongolia determines the current baseline level of evaluation capacity for development policy. Based on this, opportunities will emerge for Mongolia for collaboration with international organizations and countries with advanced evaluation practices to strengthen national evaluation capacity, learn from their good practices, implement internationally recognized evaluation methodologies and approaches, and provide training and advice for training evaluation experts.

Strengthening the capacity for policy evaluation and successfully implementing development policy evaluations will significantly enhance planning and implementation activities related to development policies, improve the outcomes and impacts of these policies, and greatly contribute to the development progress of Mongolia.
