Bataa Battsetseg, Head of the Government Oversight Authority, received Ms. Sabine Palmreuter and Mr. Dirk Hoffmann, representatives of the German Institute for Development Evaluation (DEval) under the Federal Ministry for Economic Cooperation and Development of the Federal Republic of Germany.
During the meeting, the parties discussed the implementation of the Memorandum of Understanding signed between the two organizations in July this year. As an initial step, they agreed to jointly conduct a two-day training and seminar focused on development project and policy evaluation. The sides also exchanged information on future areas of cooperation.
In recent months, the Government Oversight Authority, DEval, and the Mongolian Evaluation Association successfully conducted an assessment to establish the “Evaluation Capacity Index of Mongolia’s Development Policy” and presented its results. Mongolia is the first country in Asia to undertake and establish this index—an important milestone for the region.
The index provides a baseline for Mongolia’s national evaluation capacity and creates opportunities to introduce internationally recognized methodologies, strengthen professional expertise, and engage in training and technical consultation.
The Government of Mongolia continues to prioritize evidence-based evaluation of development policies. In its 2024–2028 Action Program, the government has included the objective of developing an internationally aligned Development, Monitoring and Evaluation (DME) system and improving the evaluation of policy document implementation.
